Can I just run an extension lead to my garden office?

Not for anything permanent. An extension lead across a garden is a trip hazard, it gets damaged and it cannot carry a heater safely. A proper armoured supply is the right way and it gets certified.

Do I need Building Control for a garden office supply?

The electrical work is notifiable, and John notifies it for you through his NAPIT registration. The building itself may need planning or Building Control depending on its size, which your supplier or builder will know.

Can you fit it before the building goes up?

Often that is easiest. If you tell John the plan early, he can get the trench and the supply in while the ground is still open, then come back to do the inside once the building is standing.
